Needs

Alright, I have looked into the situation at Needs.  It turns out that there rules are justified. I was asking around the city about it and it turns out that Needs has had a lot of merchandise stolen by teenagers (they know this because they are caught before they leave).  They have their limits because they do not want any more products stolen.  It may seem unfair, but it is justified.  At least we now know that Needs is not prejudicial against teenagers, they just took action to prevent crime.
